In Indonesia, Romania, Bulgaria and Poland, Æquilibrium Consulting designed and developed large new technical assistance programs focusing on Resource Efficient and Cleaner Production (RECP), Environmentally Sustainable Technologies (EST) and Corporate Social Responsibility (CSR).

Æquilibrium Consulting elaborated a new national RECP policy for the Albanian Government, based on the analysis of relevant sectoral policies, requirements of the EU accession process and specific expectations of stakeholders.

Facilitation of environmental investments in industrial companies
|
Æquilibrium Consulting reviewed, edited and commented on draft World Bank guidelines for its involvement in financing industrial pollution abatement and control investments. Critiqued the draft guidelines in light of OECD and EU experience and rules governing public funding for environmental investments in industry.
Æquilibrium Consulting prepared a strategic paper on RECP and eco-technology finance for RECP Centres supported by the Swiss government (there are about one dozen of such centres worldwide).
Æquilibrium Consulting has played key roles in efforts to establish or reform Eco-Funds in several countries, including Croatia, the People's Republic of China, the Maldives, Jordan, Laos, Lithuania, Mali, Uzbekistan, Kyrgyzstan, Egypt, Vietnam and Romania. In addition, Æquilibrium Consulting's Principals have led, or played key roles in, evaluating several Eco-Funds, including national funds in Bulgaria, the Czech Republic, Estonia, Poland, Vietnam and Slovenia and a provincial fund in Russia. All of these Funds actively support eco-technology investments. Advice and assistance typically included: - Institutional and strategic positioning of the Funds within the existing financing market; - Drafting/reviewing of Fund legislation and statutes; - Elaboration of the Funds' organizational, governance and management structures; - Development of short and long-term spending strategies; - Formulating the Funds' operating priorities, principles and rules; - Development of the Funds' project cycle management procedures; - Preparation of reporting policies and promotional materials; - Reform/design of revenue sources (eco-taxes, user charges, voluntary instruments, etc.); - Prepare the Funds for managing bilateral and multilateral development funds.

Preparation of analytical and comparative studies, as well as information databases

Æquilibrium Consulting elaborated reports on experience with Green Public Procurement and Sustainable Industrial Production in Eastern European and Central Asian countries. These were published as part of a larger EEA/UNEP report on Sustainable Consumption and Production and presented at the "Environment for Europe" Conference of European Environmental Ministers in 2007.
Æquilibrium Consulting's Principals were involved in elaborating several reports on the use of economic and financial instruments in environmental policy, including: a Sourcebook on the Use of Economic Instruments in Environmental Policy in Central and Eastern Europe, a Survey on the Use of Economic Instruments in Environmental Policy in Mediterranean countries, a Survey the on the Use of Economic Instruments in Environmental Policy in Eastern Europe, Caucasus and Central Asia, and, a Sourcebook on Environmental Funds in Eastern Europe.
Æquilibrium Consulting published and maintains the eco-finance.org website, an information resource service with worldwide coverage on environmental finance, including biodiversity finance, water finance, carbon finance and eco-technology finance, etc.
