Field Operations Manager for the Environmental Monitoring and Evaluation Component of a major World Bank sponsored project to Regulate and Conserve the North Aral Sea and Syr Darya River. Responsible for supervising a team of local environmental specialists (8-10) engaged in field research to monitor the environmental effects of several large hydro-construction works along the Syr Darya River and North Aral Sea in Kazakhstan; prepare terms-of-reference for consultants, oversee their work and provide quality control on their output; coordinate involvement of expat experts, liaise with client and key stakeholders in the community, conduct environmental audits of construction sites and camps.
Preparation of an OECD publication entitled “Financing Water and Environmental Infrastructure – The Case of Eastern Europe, the Caucasus and Central Asia”. Conducted extensive surveys of over 20 environmental funds in CEE/NIS, and wrote a regional analysis of the funds, published jointly by OECD and the EU’s Phare Programme (1999). Led in-depth evaluations of the Polish EcoFund, Estonian Environmental Fund and Czech State Environmental Fund, conducted by OECD in co-operation with the EU’s Phare Programme. Prepared terms-of-reference for the reviews, selected experts for the review teams, oversaw collection of background information, led review missions to funds, oversaw and reviewed input of review team members, principal author and editor of final reports, presented reports to relevant ministry and fund officials.

Lithuanian National Environmental Financing Strategy. Prepared terms-of-reference, oversaw work of consultants, reviewed and edited the report which resulted from this study initiated by OECD’s EAP Task Force Secretariat and conducted in co-operation with the Lithuanian Ministry of Environment and the Harvard Institute for International Development.
CEE and NIS Environmental Fund Networks. Launched and co-ordinated these EAP Task Force Secretariat initiatives (OECD), later supported in CEE by EU’s Phare Programme. Supervised the organisation of several annual, region-wide meetings which brought together 50+ representatives of environmental funds, ministries of environment, international financing institutions, multi- and bi-lateral aid agencies, and independent experts to discuss issues of key importance for the funds and to facilitate institutional strengthening measures.

Technical assistance to the Podhale Geothermal Energy Project in Poland. Co-ordinated and supervised USAID’s technical assistance to this pilot project in southern Poland which was also supported by the World Bank and a number of other foreign and international institutions.

Municipal Loan Programme for Financing Natural Gas Conversions in Bulgaria. Helped design a municipal loan programme which would allow a grant from USAID to be on-lent as soft-loans for the conversion of residential and other non-commercial heating facilities to cleaner, gas burning systems in the city of Stara Zagora.

Preparation of the publication “Strategic Environmental Issues in Central and Eastern Europe”. Contributing author and co-editors of this two volume report covering 10 CEE countries, with Volume I containing a regional analysis and Volume II country case studies. Responsible for organising and conducting research for the report. Analysed the development of national environmental policies in 1989-93 for ten CEE countries, assessed strengths and weaknesses of environmental strategies, and identified options for policy improvement. The assessment was based on structured, personal interviews with about 150 environmental experts and decision-makers from countries involved.
