Country environmental sector reviews
Review of Moldova's environmental sector, including the identification of a project pipeline of new environmental projects for possible future support from ADA (2006).
With ÆC filling the role of Development Economist, assistance was provided to prepare ADB's new Country Environmental Assessment (CEA) on Kazakhstan. Drafted parts of the new CEA and elaborated recommendations for possible new technical assistance and lending from ADB (2002-03).
Use of economic instruments in environmental policy
Filling the role of International Environmental Economist, ÆC reviewed Armenia's system of economic and financial instruments for environmental protection with the aim of making recommendations to be included in the new National Environmental Action Plan (NEAP). Considered the cost-effectiveness of various measures being proposed in the new NEAP and discussed possible reforms with the Ministry of Nature Protection and UNDP (2007).
In 1999, ÆC's Principals prepared a "Sourcebook on Economic Instruments for Environmental Protection- Central and Eastern Europe", providing detailed information on economic instruments used in environmental policies in 13 CEE countries (published by REC). View sourcebook (1.3 MB).
Analytical and comparative studies
Elaboration of a report on experience with Sustainable Public Procurement (SPP) in Eastern Europe, Caucasus and Central Asia (EECCA) and South East Europe (SEE). The report was published as part of a larger EEA/UNEP report on Sustainable Consumption and Production in EECCA and SEE. Case studies were carried out highlighting barriers in implementing SPP and measures were proposed to overcome such barriers (2006-07). View report (8.8 MB).
Preparation of a study entitled "Strategic Analysis of the Environment for Europe Process and the Rio Process with Particular Reference to Possible Future Links between the Two Processes". Included the elaboration of strategic options for the Swiss Government for the 2003 Kiev Environment for Europe Ministerial conference. View report.
For the World Bank, preparation of a Synthesis Study of National AIJ/JI/CDM Strategies in four countries (Czech Republic, the Russian Federation, Slovakia and Uzbekistan). Led a team of nine international consultants. Co-wrote and edited the synthesis report, which included: a critique of existing national greenhouse gas emission scenarios in the surveyed countries; an evaluation of the potential size of a global market for carbon emissions trading; an evaluation of the proposed JI or CDM project pipelines; an evaluation of the methodological procedures applied; an analysis of key policy issues for JI/CDM implementation.
Experience exchange, networking and awareness raising
ÆC's Principals served as Members of the ad hoc Steering Committee for the Sofia Initiative on Economic Instruments (led by REC). Helped design the program, advised on program activities, participated in experts' meetings and reviewed publications. Co-authored a report entitled "Improving Environment and Economy: The Potential of Economic Incentives for Environmental Improvements and Sustainable Development in Countries with Economies in Transition". This report was translated into Estonian, Russian, Romanian and Croatian and disseminated widely throughout the CEE/NIS regions. (1997-99). View report.
