Development of new environmental taxes and user charges

Æquilibrium Consulting has facilitated the development (or the reform) of environmental taxes and charges in several countries, including: Croatia (eco-taxes on packaging waste, CO2, SO2, motor vehicles), Uzbekistan (eco-taxes on industrial air and water pollution), Kyrgyzstan (eco-taxes on industrial air and water pollution, eco-taxes on packaging materials and electronic waste), Morocco (product taxes), the Maldives (biodiversity related user charges, access fees to national parks, voluntary contributions for biodiversity services) and the People's Republic of China (mining taxes and natural resource use taxes). In several cases this work also included the drafting of new legislation regulating the new tax/charge.

Provision of EFR training

Æquilibrium Consulting provided several GIZ training seminars on environmental fiscal reform (EFR) for government specialists, researchers and academics, representatives of bilateral and multilateral development organizations and NGO representatives. These training seminars were provided to trainees coming from more than 20 countries.

Æquilibrium Consulting provided an "international resource expert" for two eco-finance workshops organized by the Asian Productivity Organization (APO) in Kuala Lumpur and Taipei.

Preparation of national eco-tax action plan

Æquilibrium Consulting elaborated a study on the use of economic and financial instruments to promote environmental policy and management in Tanzania, including an action plan for the Tanzanian Government to achieve further progress in this area.

Preparation of analytical and comparative studies, as well as information databases

Æquilibrium Consulting's Principals were involved in elaborating several reports on the use of economic and financial instruments in environmental policy, including: a Sourcebook on the Use of Economic Instruments in Environmental Policy in Central and Eastern Europe, a Survey on the Use of Economic Instruments in Environmental Policy in Mediterranean countries, a Survey the on the Use of Economic Instruments in Environmental Policy in Eastern Europe, Caucasus and Central Asia, and a Sourcebook on Environmental Funds in Eastern Europe.

Æquilibrium Consulting published and maintains the eco-finance.org website, an information resource service with worldwide coverage on environmental finance, including biodiversity finance, water finance, carbon finance and eco-technology finance, etc.
